Change for online vessel exemption applications

Maritime New Zealand recently announced a change for online vessel exemption applications. 

This replaces the email system and is hoped to speed up processing time.  The isolation template has also been improved to make it easier to include crew details.

An isolation plan and crew list must be completed and uploaded with an application.
